Linux USB High speed negotiation

Linux USB High speed negotiation

If I have a hub that supports High speed mode, and also a device that responds to the high speed chirp during reset, normally the connection will be established in high speed mode.
Is there a possibility that the Linux host could decide to switch to full speed mode if there are problems establishing a connection between the host and the device?
What I would like to find out is, if it's possible even if the hub and the device identify themselves as high speed devices, to switch to full speed because of errors during communication?
